Refrig to warm

Freezer set at -6F and fridge set at 33. Digital display shows that temps have reached set points. Actual temp in freezer is 8f anfridge is 48F. Evap is clean, condenser is clean. damper opens when door is held open and compressor and all fans are running when damper opens. Damper closes before refrig reaches setponts.Suspect faulty digital control but want to be sure. Also could not figure out how toremove damper cover without breaking. bottom looks like it is hinged but cab't see top well enough to determine how to remove cover. All help / susgestions greatly appreciated. This refrig was manufactured in 12/06 and customer states that it have never kept items very cold. Milk spoiled quickly. Also door seals are good.
