the element has 4 coils, on low heat only 1 coil glows red, on high heat only 2 coils glow red.  i would of thought that on low heat setting 2 coils should glow and on high heat setting all 4 would glow.

it basically makes some heat but not enough to dry anything.

The cheapest thing to fix is them 2 white discs on the top (the limit switches.) Why not replace them and see if she fires off?

is it possible to directly bypass the limit switches to test the dryer?

yes, for testing purposes, or measure the voltage across them (should be 0 volts), and determine why it blew the thermal device.

What I do is jumper the discs. WARNING: be sure you jumper parts that will not fry the wiring harness. I once jumpered a filter mounted on back of a GE timer because I was at a loss as to why the dryer would not heat( everything checked out). I fryed the whole dang wiring harness.

i eliminated the limit switches by removing them and connecting the wires, this made no difference to the heat being made.
here is 2 pics of half my heater element working, these pics were taken on full heat setting by the way.

Use your wiring diagram to see where the dead element is fed from. The answer is right there. Each element is powered separately, it appears. A switch or timer contact must be where the deficit is. Only you can determine this with your diagram. (put those limits back on!)

There's no use asking any further questions unless you have the diagram. We don't know how it's wired.

You have bypassed the heater safetys and nothing changed. the control thermostats are located in front under the lint filter on a lot of hotpoint dryers.this one is kinda weird.

i found another limit switch (?) on the dryer's vent.

i checked it by bypassing it as i did with the limit switches above the heater element - no difference evident.
i tested it too...

i found this cylindrical part too, situated by the motor;


what is it please and how can i test it?

in the second picture, the if your're checking OHMS, the meter should deflect all the way to the left.

the thing by the motor is a motor capacitor, used for starting or sometimes used for running.

you could check the color of the wires on the heating element.

look for the big wires and see if those same color wires are connected at the timer.

Hi,
OP should have fitted:
1701746 - timer
1702251 - heater

The thermostats on the heater box are (left) a one-shot safety and (right) a 109c operating thermostat. They are replaced as a pair, p/no 1701896. If the safety has failed, the disc on the front will be dished inwards.

The single commonest cause of failure is opening the door whilst the dryer is running at full heat.

Element failure is usually caused by foreign object damage, typically bra wires being forced through the back of the drum.
