delayed lighting

Oven has delayed lighting and it appears the flame on the lower side only eqauls half of what the broiler side has.  Also the temp of the oven appears to be lower then the setting.
The broiler appears to light in seconds and the oven side takes about thirty seconds.

The safety valve needs to pull a certain amount of amps so that the gas gets released to the burner by means of a bi-metal flap located within the safety gas valve.

Your description sounds like normal operation to me.
The oven temp should be checked with a quality thermometer. If it is too far off the oven temperature sensor should be checked.
