10656936600 fresh side not cooling

GE SXS fresh side not cooling. I don't normally work on SXS models but is my neighbors. Evap is not frosted up and all fans are running. Freezer side is holding temp. seems to be frost build up on the lower and upper vents. the air coming out of the top vent is cold. about 10 deg.  but not cooling. temp in fresh side is 50-55 deg.

Ok my next question is you said the evap is not frosted up? Do you mean frosted as if it's not showing any frost pattern(wet evap)? Or do you mean it's not frosted over as if it's not going in to defrost.
have him unplug it with the doors open for two days. If there is frost in the return vent it won't push any cold in to the ff.
After it's unplugged for two days. plug it in, leave the freezer door shut and put your hand up at the damper you should feel lots of cold air. If you don't the return vent is either still abstructed or has collapsed.

There was no frost at all on the evaporator but I think it just came out at the defrost at the time I looked at it because it was still hot. I took my steamer and cleared out the vent in the bottom left hand side of the fresh department and the steam came out of the top I did that for a good 5 minutes so I know it's clear.

If you think it was just in defrost since it was warm. It's been 48hrs since then, go back and have a look again at the frost pattern.
I too got bit by the "I ran my steamer in the return vent so I know it's clear" issue. Even though you think it's clear and you have a good amount of steam coming out of the other end it could still be particially blocked or partly collapsed. Mine was the home owner used a hair dryer to melt the frost and deformed the return vent. Couldn't see it but it kept returning.
If you verify that the frost pattern is good. You are looking at air flow. That boils down to return vent blocked/collapsed or reduced RPM evap fan motor, or damper(though I think yours is not mechanical, user sets the damper).
