Maytag Gemini Model GR6772BDS Top Oven not lighting

I my top oven will not light.  I have tried the Engineering Test Mode and get F0 -0 as the fault code.    any suggestions on what might be wrong?  The bottom oven works fine.

Thanks - are there 2 ignitors in the top oven?  One for broiler and one for lower burner?

Yes, try to broil. ..it should work

tried to broil - it doesn't work either.  could they both be bad?

Anything else it could be?  Should I swap out the ignitor in lower oven?
