Electric element still doesn't work - burner was replaced

I have a GE JP989BOD2BB Profile 30" Black Electric Smoothtop Cooktop with downdraft. The right-front burner (6"/9" 3000W Power Boil) stopped working and the red warning light that alerts that the surface is hot stays on constantly, even when the burner is turned off. Whenever I turn on that element, the red warning light that alerts that the burner is on does NOT come on.
I replaced the element - guessing that was the issue - but the burner still does not work. The red warning light that alerts that the surface is hot still stays on constantly (as before) but now when I turn on that burner, the red warning light that alerts that the burner is on comes on whereas prior to replacing the element that light did not. Any suggestions?

I would check voltage into the infinite switch for that burner and then check the out put voltage at the switch. I would then check to see what the voltage is at the burner.
