Maytag dishwasher

Maytag dishwasher MDB9100AWW. It fills, arms are clean and turn (glass was full of water on the upper rack after 1-2 minutes), filter is clean, detergent dispensers lids open properly but the detergent itself (liquid) doesn't dissolve and remains on the inside door wall.
What's wrong?

Were is the water level at after it starts washing. The water level should be about touching the bottom of the heating element.

Check the water level though out the cycle to make sure that is were it's at.

Water level is a little bit above heating element.

Is your dishwasher element heating water, you can check heater with ohm meter!

Check the lower spray arm for rotation.
 Start the arm at the 12 o'clock position and start the machine.
After 10 seconds open the door and check the arm rotation.
Do this 3 or 4 times to make sure the lower arm is rotating completely.
Also check the lower arm for a residue buildup in the water ports.
Check the lower arm for binding.
Does it turn freely by hand?

There is a filter screen in the pump that plugs up. Remove the spray arm and the pump cover to get to it.

Thank you guys for your advices.
I'll remove all the "bottom" parts in the evening and I'll clean them.

All the parts were covered with calcium and dirt. Filter screens totally blocked. Cleaned them and
my dishwasher is working now like new.
