Jenn-Air Model JDS9860AAP Oven Temperature Issues

Hello, this oven only reads 115 volts across the broiler and bake elements. No voltage on the side with the relay. The two black wires coming from the front control module read twenty five volts, which I would assume supplies the power for the relay. But the fan doesn't run full capacity either. the fan module is just below the relay, but both feed from the front control board. Also, I tried to find the proper manual on this dual fuel range from another post here and couldn't locate it, so I could properly diagnos. Anyone with any answers? thanks
