Whirlpool washer model WTW5100VQ2

Have this Whirlpool washer model WTW5100VQ2 that will not fill with cold water.If you select cold as the temp seclection it will not fill.Any other selection warm or hot it fills as it should.Also when the timer gets down to the rinse it stops, it does not advance or fill with water.If you move the timer to spin,it does spin.Does not fill with cold water or go into the rinse cycle.What is wrong with this washer?

either temp. switch or valve, did you check for 120volts @ cold water solinoid with meter?

I checked for 120volts at water valve,did not have 120 volts.So does this mean temp switch?
