MaytagIce2o Refrigerator has no control functions

Maytag MDI2568AEQ has no readouts or touch pad functions. No Ice or water functions, interior lights are functioning. This problem happened after short power outage (1 min.)
 
I have inspected both PC boards no physical signs of damage. Tech data with machine and Tech Manual Downloaded here both say refer to Control Board section to troubleshoot control board.
 
This unit is running and cooling just can't get readout or use of controls.  Checked for power to dispenser PC had 27.4 volt at 12v pin to DIG grn. Why is my voltage double?
 
Any ideas?

I forgot to say that there is no control board section.

What did you end up doing to repair it?

Replaced the Control board. All worked fine, lucky guess but logical.  I don't like being a parts changer, I prefer to know what the problem is, like most of you'll do.
