Samsung Refrigerator - Not Cooling - Frig nor Freezer

Samsung Refrigerator RFG297AARS/XAA with Twin Cooling - Not Cooling - Frig nor Freezer.

I replaced the OLP Overload Protector but that did not fix it. The compressor is humming and buzzing. The windings on the compressor have 9.7 ohms on all three. The compressor is not shorting to ground. I think the problem may be in the Inverter Board but I'm not sure.

How can I tell if the problem is in the compressor or Inverter board or where?
