Dryer heater always on

My Kenmore dryer (model 417.84052500) is having a problem where the heating element is always on.  Even on "No Heat" setting or when running the tech test cycles that aren't supposed to have heat, it is coming on.

I have read this could be a grounded heating coil, but it looks ok to me (I don't see anywhere it is touching the housing).  It didn't seem like it would be a thermostat since I wouldn't think that is involved in the "no heat" cycle, but maybe it is?  If anyone has any ideas on what it probably is or ways to troubleshoot, please let me know.

I don't mind replacing the element ($40) or the thermostat ($40) if either has a reasonable chance of being the problem.

  Either the coil is grounded, the heat relay on the machine control board is stuck closed, or the board is bad. Access the board and unplug the black wire from the relay. If it still heats, check the heater coil again with meter. If it stops heating, replace the control board.

I just checked the coil with a meter and I think it's ok (~20 ohms from end to end and infinite from either end to casing).  I'll see if I can locate the relay and try that, but it's sounding like it's the board.  Thanks for the quick reply!

Is this black wire on the right (with the red going into that black box) the one you were talking about, or do I need to expose the rest of the board somehow?  (I wasn't sure if I needed to take the knobs off and take out the whole panel).

I got the board out... and I don't think that was the right black wire.  Maybe I don't have that relay?  I don't see anything there that would be replaceable, so I'm thinking I need a whole new board (~150).  Let me know if I'm just missing it (I don't really know what I'm looking at).

  Yes, that is the correct black wire. The relay is the big black thing. It is not a normal replacement item however if you get the nomenclature off of it and look it up you can probably find one and solder in a new one if you have some soldering skills. Iv'e done this on other boards with soldered relays.  Check continuity across the relay terminals where the red and black wires connect. Should be open. If not, then it's stuck closed.

I got the new board and everything seems to be working now (as long as I can put it all back together!) - thanks for your advice!
