Isn't their a bulletin about adding 2 springs and eliminating the counterbalance weight to solve this problem on these machines?

With limited information. UL could be several things. Suspension problem, basket balance ring problem, something stuck between basket and tub, or possibly gunk on the tub shaft not allowing basket to float correctly. Just not enough info to work with in original post.
