cannot turn inner tub after tranny, bearing, and triple seal replacement

SAV4655AWW MAYTAG
THE TUB SEAL WAS LEAKING. THE WATER HAD RUSTED THE SHAFT ON THE TRANNY SO I REPLACED IT AS WELL.

AFTER THE REPLACEMENT YOU CANNOT SPIN THE INNER TUB BY HAND AND THE MOTOR APPEARS TO BE RUNNING BACKWARDS?  I KNOW I MISSED SOMETHING BUT I DO NOT KNOW WHAT.

The motor spins one direction for agitation, the other direction for spin.  In the spin direction the pulley rides up a ramp and releases the brake.  In the parts breakdown there are two flat washers above the pulley.  Did those get reinstalled?  What happens when you spin the pulley by hand?
