OK So I took a working fan from another bad unit and that is fixed. I pulled the defrost heater out and tested it. Here is a pic of the tester I'm using. On the beep setting I'm getting a beep plus a reading of anywhere between 35.2 and 44.1. On the ohm setting I'm getting a real bouncy reading unless I apply firm pressure with the probes. I'm not sure If these are good or bad readings. I can't find anywhere what the readings should be between. For now I put it back together and it's plugged in a nd running good.. I can't get them to approve me buying a new defrost heater and thermostat without showing them it's bad....

The single biggest problem with these refrigerators is the defrost drain hole stopping up.
Make a drain heater from a 6 inch piece of bare copper wire. Wrap it around the heater and insert the other end into the drain hole. This will help keep the hole from freezing.
Secondly, use metal tape and tape the defrost drain trough down thoroughly in the front.
Third, when you set these refrigerators up in the apartments, adjust the front legs so that the refrigerator tilts to the rear.

Thank-you. When I put the existing wire back down in the tube today I wrapped it around the heater.... I saw today what a dumb move it was to have it where it is originally located......

This has the glass tube heater don't it?
Can you still wrap the wire around it?

Don't hang a wire from a glass tube heater.  Leave the existing wire just as it was. You posted some excellent pictures.  It is very obvious that you do NOT have a defrost problem.  I don't know why some are insisting that you do.  The frozen drain and iced over vents were caused by the defective fan motor.  Now that you have replaced the motor, these issues should be resolved.

So I just want to be clear So I can button this thing up tomorrow. The copper wire you are suggesting that I hang 6" into The drain tube. Does this get wrapped around The glass tube or a different location.??????

Guys the curved end of the existing 'drain heater" wire goes over the heater.
The straight end of the "drain heater" wire goes in the drain.
You will see some attached to the e-coil then go in front of the heater then in to the drain hole.
Too little heat transfer with this method.
Before they started putting the drain heater in these units I made copper wire heater assist and attached to the GLASS heater.
After they supplied the wire I discarded it (TOO SHORT) and replaced with a longer wire.
I have done hundreds and never had a heater failure due to the wire attached to the heater.
I used to use the aluminum ground wire supplied with Maytag washers until they quit supplying it.
If you can get 10 or 12 gauge aluminum wire,it works best for wrapping on glass.
