Hot point fridge not cooling! freezer is freezing.

I am a maintenance man fir a low income apartment complex. Recently they changed the rule and we are to try and repair appliances before we replace them. Well in my storage garage I have 9 hot point refrigerators (model Number HTS17BB) all with the same problem. The freezer is freezing however the refrigerator is not cooling down much! The inside walls of the refrigerator are cool to touch. Can some one guide me in the right direction of what to test.
I also have 3 hot point stoves ( model # RB526) that the oven on indicator is always on and the top heating element is warm to touch. Any Ideas.

I love their new rule I have always wanted to figure out what was wrong with these appliances but they would never let me.  Any help would be greatly appreciated.

You probably have a bad defrost heater on most of them ice boxes. On the stove the eyes probe which illuminates the light is stuck. You change the eye if it is a smooth top. On regular electric stoves the switch is most likely the culprit. If that was the case you remove the wire front switch to indication light and if it goes out you replace that switch. Why not get a hold of somebody to go through these appliances? If you watch what they do then you can take notes. Of course everybody don't like you looking over their shoulder.  :rofl:

How could I test the defrost heater? Isn't it located in the bottom of freezer or along the back wall.

You could test the defrost heater for continuity with a multimeter.
I tried to look up the location of your defrost heater, but the model number you posted was incomplete.

You can enter the model number in the search box at the top of this page to see a parts diagram of the refrigerator and the location of the defrost heater.

Well after looking into it there was about an inch of ice under neath the freezer panel and all the way into the vent. I clean it all out and let it thaw over night. I am not quite sure where the defrost heater is. I cleaned everything up real good and turned it back on. Here are some pics. Can some one point out which is the defrost heater. also the fan in the freezer would not come on. I played with it for awhile and got it to come on but it was making a God awful noise. After about 5 minutes it quieted down and everything seems to be running fine. I have to go back into work today So I was going to see If it is building up ice again. Could the fan not working cause my problem?

I have marked the location of the defrost thermostat and defrost heat in the attached photo.
The defrost heater should be located along the bottom, I can't really see it in your photo.
One of the wires from the defrost thermostat will go directly do the defrost heater. On this model the deforest heater is a glass tube and it could be broken.

That's not a defrost problem, it's a plugged drain problem.  Find the drain in the back under the evaporator.  Use a turkey baster or something to squirt hot water down the drain until it's clear.  If the fan is noisy, replace it.

On my way to get married I stopped at work and checked on this fridge. Freezer and fridge are both cold. When I go back work Tues I will run hot water into drain tube and test defrost heater. Thanks a million for your help. can I buy you guys a beer.

Congrats on the wedding. Looks like the heater is gone also. If you replace the heater go ahead and replace the defrost themostat also. Click pix to enlarge.

Lol yes on my way to get married.......  I came in this morning and the fan in the freezer would rotate a turn and stop.. as soon as I can get to it I will replace. The freezer was good and No ice build up after being plugged in for 3 days. I'm still going to test the defrost heater I have just been slammed today mainly with valves on the dish washers on putting out half pressure.. have had four today...  thanks again I'll report back soon.
