My GE Side by side Model # GSS25JFMCWW Serial # VA225040, refrigerator side is not cooling down enough (59F). It is set at the coolest which is a 9.

First,set your controls back to the mid range position. If it will not cool at 5 it ill not cool at 9.
Then,check the back wall of the freezer. Is it frosted or iced over?
Is the freezer fan motor running?
If the freezer is freezing and is OK,then you have a thermister malfunctioning in the fresh food section.

Yes. You will have to manually defrost the freezer to replace the defrost heater and defrost thermostat.
These 2 parts are located behind the freezer rear wall.
Parts number 230 and 240 on the Freezer Section Diagram.

  I wouldn't start replacing parts without proper testing. You might get lucky, you might not. Remember, this is a GE with the famous faulty mother boards.
