Cooktop PLEC30S9EC always shows "he"

I have a 2009 (I think) PLEC30S9EC  Professional series 30 inch electric cooktop.  I know I have to install the seal kit, but also, the right front element does not work and always shows "he" (hot element) on the display.  Can someone point me to the right parts?

Looks like you are missing a letter from the end of the model number you posted, should be another A,B or C at the end, PLEC30S9EC

It's either a bad burner or control.  Plug the wires from the control into the next control.  If the burner works, you have a bad control. If it doesn't, you have a bad burner.

Huge thanks.  Turns out the "bad" control will operate another burner but will read HE forever.  A "good" controller will not operate the right front.  So a burner AND a controller.
 
Easy to work on and not complicated with a little help.

re the part number...the sticker is missing (bought used) so I cannot confirm A, B or C.  But the control seals were there and the controls and burners apply to all so I shd be good to go.
