Frigidaire wall oven bake element not heating

I have a model #FEB30S5ABA made in 2002. The bake element does not warm up at all but the broil element gets hot. I replaced the bake element but it made no difference. I read through a thread on here from 2008 on a similar issue someone was having and it ended up being the clock - which I guess includes the relays for the bake and broil elements? When I set the oven to bake it makes an initial click, and then after 6 seconds it makes a double-click. And another double click after about 55 seconds. Pretty sure these double clicks are new.

Does the clicking suggest it is the clock assembly (with relays for bake & broil elements)?
Or could it be fuses?
Anything else it could be?
