What I'm seeing in the past is the control boards goes into defrost and afterwards, the freezer starts up right along the evaporator fan motor. The problem was that the evap fan motor is still wet and throws water all around the evaporator creating ice buildup close to the fan motor. The new boards are supposed to run the compressor for a few minutes followed by the evaporator fan motor kicking on so that this problem is significantly reduced.
I usually, reposition the defrost controller up higher so that the heater will stay on a little longer to dry out the evaporator.
