Damper question

I recently installed a new damper control box with heater for my Frigidaire PLHS267ZAB6  (part #5304482075) because the damper would not open.  Now the damper stays fully open until in defrost cycle.  After the defrost has ended, the damper opens and closes numerous times until it decides to stay open.  Is this normal?
The freezer is between -10 and 0 degrees while the fridge is 30 or below.
Do I have another bad damper problem?

Explain how you installed the damper. Do you have photos?

No pictures, but I connected the same way old one was connected.  Had to rewrap the heater for the freeze control as my model number comes with a heater.
Can get freezer to stabilize at 0 degrees, but fresh food side stays below 30 degrees.  Damper does not close except when in defrost cycle.  Am returning the damper control box kit for a replacement

As I stated, they are sending a replacement part.  I do have one other question:
My model comes with a heater that is wrapped around the freezer control cap tube.  I rewrapped it using  HVAC aluminum foil tape that the local appliance people recommneded, they did not specify a certain type so I used multi purpose.
 Should I have used a certain type of tape that was temperature rated for min/max?  I believe the one I used was rated for down to 25 degrees.  There were others that were rated down to -10 degrees.  I was not sure if it was only for moisture protection.

Maybe someone else that is more familiar could answer that one. I had one of these in the back over the weekend. A friend of Larry's bought a damper for $80 and said it was acting up but Thurs through Monday it stayed at 0 in the freezer and 34 in the fresh side.
I was gonna remove it but I didn't.
