I don't know of anyone around here who would test the motor for me.  I may just try replacing the capacitor if they don't cost too much. 

What is the model number of your washer?

I looked up your model and it uses capacitor part number 8572720

But would a bad capacitor cause the motor to smell and eventually smoke?

Motor does not turn by itself on Spin but will start spinning if I manually turn it.  Can't test Agitate.

If it will go when you spin it then I highly suspect that capacitor.
