here is what I do in this situation. first take off the hub held on by six screws spray a liberal amount of wd 40 or other lube down into the area where the basket sets on shaft. second put your foot down on top of the shaft and grasp basket and jerk up firmly. when it sticks wiggle and pull up. if it does not come up any more hold up on the basket while you grasp the shaft splines with good channelock pliers or vice grips and twist back and forth a few times ( basket will probably drop down some , lather rinse repeat each time you jerk the basket up it should come a little farther before it gets stuck)
caution when once you remove the hub the basket can drop further down the shaft but let it down gently. also unless you are changing the shaft and bearings make sure you protect the shaft splines with tape or a rag before you put the pliers to it.
I am looking at making some hooks of some ort to hook into the bottom basket slots and use a wheel puller to pull the baskets that stick on me. have had 2 or three that I have had to pull the shaft and basket together and then pound the shaft out
