Strange Tool or Part Found inside GE Dryer

Our GE Dryer model DCVH680EJ1WW  was making noises and shutting down.  Had a repairman over, and he discovered this strange tool/part trapped inside the cabinet.  I checked all of the parts diagrams for this model, and it's not a part of any kind.  Could it be some sort of tool from the factory?

That looks like one of those tools for putting on springs for a trampoline.

  That makes a great tool for the tub springs on a front load washer.

Interesting. I have found a few factory tool in new appliances over the years. Some real nice magnetic socket and things, but have never seen anything like that.

That looks like the tool they use to tie wire on a chain link fence.

Yeah, I think it is a (really cheap) spring hook.
