Not cooled enough ICE Cream soft

Whirlpool ET1FHTXMQ03 top mount

1) Full evaporator at -15
2) clean condenser
3) clear return and air inlet
4) Doors seals and door close good
5) fan is turning but very quite and little flow

freezer at 20... never seen a fan so quite with no flow...

what do you guys think?

change out the fan with a new one subs to a new part much more aggressive fan blade made a huge difference.. now we have air flow...
