Miller 3 ton condenser

This weekend between rain showers I have been trying to get the whining noise out of my condenser. The motor went out and I replaced it with a Fasco 1/3 hp motor. This morning I was informed the thang was rattling pretty bad. So I went back there and remove the drip cap and added the flat washers directly to the top and since the motor is dripproof I left the friggin drip cap off there. Now the rattle is gone but their is a high piched whine I can't get rid of. Every time I turn a round it starts thundering and raining,

You may try moving the fan blade up or down a little.

I moved some dirt from under it where an ant bed had been, and it quieted down considerably.
