Defrost cycle issue

Well, I think I found the issue on my GE firdge, now I just need to know what the problem could be.  Last week I posted that the fridge wasn't cooling properly.  I now know why.  Tonight, when it went through its deforst cycle, I opened the fridge to see if it was deforsting properly.  I touched the back wall of the fridge and almost burned my fingers.....it was hot!!!  Is this normal?  If not, how do I fix it?  It litterally has gotten so hot that it melted a package of hot dogs (the wrapper) to the wall......I need help.  Is it safe to even leave this fridge plugged in and running?  Please help!!!

The thing that shuts down or CONTROLS the heater  shut down is the defrost terminator.
The defrost lasts over 20 minutes. That is time to do some serious damage if that terminator was not there. I am thinking you need to change it because maybe it is an 80f or a 70f. All you need to do the job is a 50f. Get one that when closed it comes to life @25f and dies Shuts down @ 50f. Video how to replace terminator:
