GE Washer will not spin or rinse with new Timer

Any help is Appreciated,

I have a Top Load GE Washer (WJSR1070A1WW) about 10 years old with two problems.
The Washer will not SPIN or Rinse when needed.  It will Agitate and Drain fine.  I checked the lid switch and it works fine, during agitation, lift lid and motor stops.  Responds normally.  I replaced the TIMER to no avail.  I also took off the Belt and still no change.  Motor will not spin.
Pulley does move freely in both directions with belt off.  Nothing binding on basket.

Let me know what else it could be?

But it does Agitate, thus using the motor...Motor is not dead
Why does it not "Rinse" if it is the Motor?

With the belt off does the motor go in both directions ok?

With the belt off, will NOT do anything in SPIN cycle, just here Pump draining.
The motor is idled....
Motor will run when it needs to Agitate Only

Something is haywire in the motor then just as Nobby said.

Put in a New Motor and it fixed the problem.
