Oven continues to heat after being turned off

Oven (MER6875AAW) heats normally using the BAKE and AUTO-SET push buttons.  When the operation is stopped using the CANCEL button, the oven cools down to a 'warmer like' setting and continues to heat at that level.  The warmer is off.  I read 1.28 volts to the upper element and 4.7 volts to the lower element.  Removing power from the unit is the only way to stop the heating.  Suggestions appreciated.

The control is likely causing the problem, as it  allows power to the elements in any situation.

I don't know if I believe those voltage readings,
but your Elements may be partially shorted to chassis (ground)
