GSS25VFPA GE refrigerator damper & water dispenser

I have a GE GSS25VFPASS with a couple of problems.
I had main control board replaced already but that did not solve the issues as the tech suggested.

Problems

1) Fridge does not get cold.  Found damper door closed.  I manually pushed open and again closed. I unplugged the connector as the motor was trying to make the door close and I didn’t want to cook the motor.  For the moment have it propped open and all is cold in Fridge.
Questions:  No sure if the temp sensor is bad or if the temp control board is bad.  How can I check the input signal to the damper door connect for correct voltage etc. to determine which part to replace.

2) Water dispenser is non op.
Ice maker is functioning properly, filter is replaced, checked for kinks in line - none found.  I can hear the micro switch at the dispenser as well as what I assume is a relay or solenoid at the rear clicking but no water.  Also checked the heater "bulb" in the freezer and it is on.  Any help is appreciated.  I did download the manual (thanks) so have the wiring and schematics.

Make sure the door is making the door switch when it closes i.e the light turns on and off when the door closes. If not the board will “think” the door is open and enter the liner protection mode. In liner protection mode the damper will be closed. The refrigerator goes into the liner protection mode if the door is open for more than three minutes. These pages may also help.
