Hotpoint Dryer only 1 part of the heating element is working?

I have recently installed a new heating element in this hotpoint dryer. It has a large round heating element connected in a "V" pattern.  There are two separate connections at one end and at the other end the connections connect together to another wire. I have 110 volts from neutral to on any part of the "V" but one leg of the "V" does not get hot except when you first turn the dryer on for just a few minutes.  Anyone have any suggestions?  Is the other leg supposed to cycle off and on or ?  I am bewildered??  I have let this dryer run for hours and the outer leg never comes on except the first few minutes.

Or a tripped breaker,Check for 220 at the back of the dryer.

You normally can't test "to neutral" on a 220v heater circuit.
There is a way,

But first, check the Control Inlet Thermostat # 506
(maybe also # 505 and # 507)
