Looks like a regular humidifier to me.

Oh I know what that thing is. We use that with Vick's vapor rub it makes a steam in the air.

These probably cost $5 to make in their Chinese factory.  I doubt they would stock any parts for it.  It has a one year warranty.  If you bought it with a credit card, some extend warranties for an extra year.  Some stores like Costco have very liberal return policies.  Otherwise, you'll probably just have to throw it away and get a new one.
