One of my friends has a Condo on the 3rd floor overlooking Dog River. Her vent goes to the roof. Her vent is blocked. The association has decided not to try any vent replacement or cleaning. Boneheaded install, dryer vent to the roof. Seen it.
May the hinges of our friendship

Tell her to shimmy up on the roof and use the dryer vent tool to clean it out.

The first solution is to have the building mgmt install helper vents in the duct run to allow for proper venting. Dryers canntot be vented vertically for very far, and the information is printed in your user guide. You are at the mercy of your  location and there are steps which can be taken to remedy the problem if the powers that be invest in the helper fan and a good cleanout. Any reputable chimney sweep can do the initial cleanout and an  HVAC  man has access to the duct fans. They use them all the time in other apps.
