Washer does not complete cycle

1) The washer does not spin / drain completely.

2) When I start the washer cycle - it immidiately agitates as it fills with water. Previously, it would fill and then agitate when full.

3) The cycle seems to be stuck on "Normal" and does not agitate as "Delicate" anymore.

Order the load sensing switch,  Formerly known as the pressure switch.  It may be labeled as "fabric softener/no fabric softener" on the control panel

I don't know why they fail.  But they do all the time, I stock 3 different ones on my truck.

No it can not be jumped out, and yes you need it.  Change that part
