4&5 are the hot and cold water inlets. So for example if the cold water fill hose is connected to the back of number 4 then when the washer is calling for cold water you should have voltage to number 4.
Hope you find our website helpful.

The 2 solenoids the water hoses go to allow the water into the drum. Them other 2 are energized to at the out set to dump the water over the clothes as the drum is turning to insure even distribution of the HE detergent. If one or both of them was bad it would not deter water from entering the machine. If I am wrong somebody speak up. We are all learning here on these new fangled wonders.

If you follow the wires back from the water valve I believe you will find that they plug into the control board located at the top of the washer.

The water valve gets power directly from this board, part # 22002989R.

If you are not getting power from the control board to the water valves I would replace the control board.

Sometimes you can look at that control board and see it has been damaged, such as a small burnt part or burnt spot on the back side.

Edited to add: The title of this topic should say Maytag, not Whirlpool.

I just installed a new control board due to the R11 being burnt. I also replaced the wax motor.

Have you tried to follow the wires back from the water valve to the control board and then measure for power off of the control board?

Are you sure the wires got plugged into the new board correctly when you installed the new board?

I labeled them to be sure they were reconnected the correct way. I'll check the voltage at the board next but I was having the same issue before changing out the board.
