ventless fieplace pilot won't light

I have an Appalachian Vent free Fireplace and I can't get the pilot to light.  I have replaced the pilot assembly and taken all the logs out and cleaned it thoroghly with my vacuum.  I have checked my gas, even changed the regulator on the LP tank, still no PILOT.  I can only find one way to make it light.  I can cover one of the 2 holes that is on the orifice behind the pilot assembly (i assume this is ODS?)  Seems this is where the pilot gets oxygen.  When I reduce the amount of oxygen (by covering a hole) the pilot lights.  Please help, I don't know what else to do!

The orifice came attached to the new pilot assembly.  Also, while I had the gas line off the orifice, I took it off the bottom and blew it out.  Just to make sure the line wasn't clogged.  The bottom of this line connects to some kind of box.  Maybe a regulator or gas valve?  Not sure.  How would I check a gas valve?
