Whirlpool Duet NO HEAT! Control board bad?

I have been trying to fix my Whirlpool Duet. No heat but still runs I have tested, element, all heat sensors and break sensors. I have 240v to the dryer and am very competent when it comes to electronics. Now what I have read is that the relay on the control board may be bad. I have tested it with the power on. I get 120 on the black to ground, I get 120 on red to ground but I get 100v when wires are plugged into relay and tested through it. Am I testing the relay right or should I be testing wires off relay for 240v? Also can the relay be de-soldered and have a new one soldered on? I can do this if it is de-solderable.

[Fix ME]

OK so I took the circuit board out looked to see how difficult it would be to solder. I put it back in just to double test the relay. Well It tested fine and the dryer works now. I dont know what I did but it fixed it for now.
