Neptune shuts off in seconds mhw2000aww

This scratch & dent special has been in our home for 10 years and has done about 7000 loads for our family of 6 without replacing any parts.
  
 Now it has a problem more complex than fibers jamming the pump. The washer turns on for a moment (water valve or pump operates depending on timer position) then shuts off. Motor control board gets power but motor does not run. Motor spins freely by hand, motor phases pass on Ohms check. No visible damage on either board.

 I haven't made a test cord yet to do the motor and control testing, but the line and neutral on the motor control get power for few seconds when the machine is on. So according to my understanding of the manual with JP4 unplugged the motor should run at 50rpm right away. I does not run at all, this way or in any timer setting.  I have been searching the web, but nothing seems to shine any light on my problem. Tomorrow I'm going to make a test cord to continue testing. At this point I'm thinking motor control board, but would welcome advice.

We got the kit that comes with a motor and a board. The machine is working better than ever. The kit may be different depending on the serial number.
