Maytag Atlantis Slipping during Spin

During the spin cycle, the agitator looks like it slips and never gets to its correct RPM.  This just started happening and the clothes now need multiple runs through the spin cycle to keep them from being sopping wet.

I had the lid open while the spin was going and you could see the agitator hesitate periodically.

I tried lubricating the motor pivot plate from the bottom, but it didn't seem to help at all.

Does this mean a loose belt?  Are there any instructions for replacing the belt and setting the tension properly?  I couldn't find the proper manual at appliancedigest.com.

Tilt the machine back far enough to safely and comfortably get under it. Remove the belt. If there is a dust cap in the center of the drive pulley (the largest pully), remove it by snapping it off. Look at the plastic riser cam (it should have index marks around its exposed side). Turn the pulley counter-clockwise and see how many marks pass by before the brake releases.

Have a friend observe the relation of the agitator and basket as you're spinning it from below. See if the "slipping" can be stopped by pushing down on the agitator while you're spinning it.
