slow water being dispenced

I have a side by side ge profile fridge the water dispencer has a real real slow water coming out , it has a new filter and a new water valve. at first it may come real fast than almost stopps and goes back to real slow. the water pressure to fridge is real good.... what am I missing ? tks  JPG

Keep holding down on the water dispenser lever till all the air gets out of the system. Turn the water supply valve all the way open.

yes I did that for a looooooooong time same thing?? starts real fast than bamm real slow?

Sounds like you have a constricted line somewhere.  I see them commonly in the cooler tank in the refer section.  Sometimes it gets iced up in there. 
Pull the lower-back panel in the refer. You should see a coil of plastic tubing (water line). Feel it, if it feels ice cold, not cool, then you need to defrost that line.
