Ice maker module wont fill

I hope someone can help me!
Let me give you some information. This an ice maker in a Whirlpool refrigerator. The problem is that the water valve wont open. The valve will work if I hook power straight to it, so the valve is good (I think).
The ice maker module  will time thru if I activate it by jumping "T and H" I measure 120.5 volts between "N and L" throughout  the entry cycle so I know that I am getting full power.
The problem is this. I ownly get 105 volt between "V and N" when the cycle is calling for water and that low voltage will not open the water valve, I can hear the water valve coil making a little noise.
Where is the voltage going?
Is is possible that the valve coil is partially bad?

Behind the main drive gear that has "Do not rotate manually" is a small copper plate. Near the end of harvesting the ice this plate rubs against an adjustable probe protruding out of the control. This powers up the water valve. The arcing associated with this rubbing builds up over time and causes voltage problems to the water valve.

I am sorry... The refrigerator model number is ET2200RDWB1.

As for the arcing in the ice maker, I have installed a new ice maker and get the same result. This is why I can't figure out whats going on.

New ice maker? You need a new water valve. The only thing that it could be it the water valve or the ice maker and you done bought a new one. Get a new watervalve.

I can't get that model number to come up, are you sure it's correct?

Does this refrigerator have the ice storage bin in the freezer door? If so you my have a problem with the electronic board on the side of the freezer were you turn the ice maker on and off.

I need a correct model number to look it up though.

Activate the ice maker module and measure the voltage at the water valve.
Sounds like a neutral wire problem.
Also measure in coming voltage as well as volts to the compressor.

I have measured the same 105 volts at the ice maker and at the water valve terminals. I just don't understand this problem....

Voltage to the water valve is in series with the mold heater.  There is a voltage drop through the heater so 105 volts is about normal.  I have seen valves that will work with 120 volts but not 105 volts.  Replace the valve.
