Maytag A183 washer drains during Spin cycle fill

My Maytag A183 washer is starting to drain for a time when ending the wash cycle and starting to fill for the spin cycle.
Fills normally for wash cycle with no discharge from drain.
Timer advances, starts wash cycle.
Wash cycle completes, timer advances, pumps out water.
While water fills the tank for rinse cycle, the discharge continues for about 2-3 minutes.

No leaks inside, no unusual noises. Water valve and water injector are both new and working fine.

OK, I'm stumped. Any suspects?

If the motor is not running the water is siphoning out.
Too tight at the drain outlet,no air gap.
