Kenmore/Whirlpool Calypso "FL" error code

Can anyone help me troubleshoot this thing.  It looks like it's not draining therefore getting "FL" code.  Checked pump and drain system, all clear.  Got it to go through whole cycle once without a load once so I thought it was because of wrong detergent being used by the customer.  Changed drain pump/motor assembly and still not draining so it still getting "FL" code.  I'm thinking it's the motor control board that's bad but does anyone know how to perform some test on this thing before I order a new motor board or other parts?  All the help and suggestions is welcome, thanks a lot.
