137006000 Frontload washer control board compatibility

I have a Kenmore/Frigidaire frontloader that looks similar to the GLTF2940 series of washers, the model and serial numbers have been cleaned off the sticker on the front of the machine via some harsh chemicals or something.    Date on most parts in the machine are 5/05.   

The control board got burned up (long story, miswired outlets in a foreclosed property).   
Original part number for control is 134345700


Does that part number supercede to 137006000

According to Sears beta parts the new part number is  RFR-CGI which means only a tech can buy it. Now why would they only sell the part to a tech?

Applaincepartspros.com., Searspartdsirect.com, and repairclinic.com all say pretty much the same thing in that regard.    I don't know if that means there needs to be some modification done to the machine, or other parts need to be changed with it, or what.

I'm pretty sure this washer is one of the first of that generation, as it still has the magnet and reed switch in the detergent drawer, was a model before they put a 'filter' in the coin trap on the drain pump, and had the cylindrical single-stage vibration absorbers on it.

I've seen a board with the same part number show up on ebay, but also if there's some better features on the newer board (like better load balancing/vibration reduction logic) I'd be all for upgrading.

I imagine they have retrofitted the part and a tech is required to handle it correctly and redo the wiring. I know GE used to send out revamped parts with no inkling about informing the purchaser what to do.

I've figured out that I'd also need to purchase a new cycle dial as the new contol/washer has less cycles on it...
