LG Washer tub wobbles causes UE error

LG WM2032HW Washer. I just finished replacing the drain pump because it would not drain. I replaced the Pump by tipping the washer on it's back and going from underneath the washer. When I did it I noticed a half of a small orange belt looking thing. Now the pump is fixed and it drains but it will not spin out because the tub wobbles so much. The side shocks are making a ton of noise too, It's almost like the tub needs a little downward pressure to stop the noise and something to stabilize it.

What do I need to replace? I have search here and parts stores and can't find a belt anywhere so I don't even know what I am looking for.
