when changing start relay does the run capacitor also need to be changed? also should refer be turned off then turned on or will it start if plugged in while on?

Just the relay needs to be replaced. The caps hardly ever go out on a refrigerator.

At this point I would grab my trusty Hard Start tester. You have one of them made up? It is a hard start with a power cord attached. I also have an ammeter. I connect the hard start to the compressor and watch the needle jump and then drop into run.

Get one of these and put a cord on it so you can remove the relay and directly connect up the compressor to see if it will run. It has 3 compressor terminals on it and directions are on it. Keep it in your tools. You can use these to take the place of the cap,the relay, and the overload; all of that is in the hard start pack. I have one for air conditioners too. The HS650 is designed to piggyback on top of the original capacitor, sometime called a torque multiplier. Click pic to enlarge In the picture is an HS410 primarily use for 1/4th horsepower and 1/3rd HP compressors. They make a smaller one that is used for 1/5th HP compressor to 1/12th HP compressors for freezers and water fountains.

Did the condenser fan motor come on?

You may have mis-wired the relay.
You need to check power to the relay.
You need to check the CSR  ohms on the compressor.
Why was the relay changed out?

changed cuz the compressor wasnt kicking on, couldnt be miswired since it just a plug in, will check the rest


fan runs, lights all work but doesnt cool. could very well be wrong, but figured it was relay.

Embraco compressor? Same trouble as on Maytag refrigerators, I get an original relay & it won't start, put on hard start & will run fine. That means compressor on it's way out.
