Neptune washer, where does detergent go?

I feel a little dumb asking this......
I've got the Maytag Neptune stackable laundry unit, and I have no idea where the detergent goes.  There are 2 cups on the top left and top right inside the unit.  One is labeled Bleach (top left), the other is labeled Fabric Softener (top right).

Does the detergent go directly onto the load itself, and not in one of these cups?

Also, whenever the washer is finished, the bleach cup is always filled with water.  Is this normal?

I've tried searching around for an answer, but could not find anything.

On the Neptune Stack unit, the detergent goes directly into the tub. The best detergent for these is going to be a powdered H.E.  brand like Tide or Gain.  Frankly on any washing machine whether it has a dispenser or not, the  best way to introduce detergent is to add it first before the clothes.

The bleach cup is staying full because at the far end of the bleach drain hose there is a blockage. To remedy this, the front panel around the door must be removed. The 2 dispenser hoses are right in front feeding into the tub. Take a clamp off the end and the hose pulls off for cleaning.  Use the stack manual to see how the panel removes.
