Frigidaire front load washer spins but not fast enough.Clothers sill soaking wet

Frigidaire GLTF1040AS Washer. Put on a new drain pump but the clothes are still soaking wet. The final spin cycle will only spin on normal setting and when put on fast spin it still only spins on normal speed. If no clothes in washer and only run with water the water will spin out but still only on normal speed.'
