Maytag Neptune Elec Dryer not heating

heater coil measures 01 OHM, hi limit is short.... brown wire BR_55 is burned (see Pic)... is the element bad ?

You can get a replacement kit for that wire. It is common for them to do that over time. Use the audible portion of the meter to check the element or get an analog one. If the needle moves over when you check the heater then you have continuity and the heater is good, these new fangled meters are so confusing to a novice.

Not without the correct terminal end that comes in the kit.

Don't make that jumper get the kit, unless you just love to tinker constantly with a repair.
