rb193kasw samsung bottom freezer model (freezer fan not coming on)

Hello all,
my freezer part of the refrigerator is not getting cold enough, it stays at about -4 C. I took everything apart, the compressor is running the internal cooling fins are cold, but it seems whatever part kicks on the internal fan in the freezer is not working. I took the fan out and plugged it in the wall and it works fine.
Does anyone know what would cause this?

update**
 I forgot to mention there was a power outage just before this problem occured. the freezer is now displaying -18 (thats what its set to) but the -18 is flashing.

This is a model number not sold in the US (not on SamsungUSA website).

Replace the MAIN BOARD *and* the FREEZER FAN MOTOR.

If the refrigerator is under warranty--contact an authorized Samsung servicer via Samsung's Canada website--by zip code search.

ok the fan is definatly working now, and everything else seems to be working, the computer doesnt seem to show any fault codes except a 0 I dont know what that means. however even though the temp display shows the correct temp I have now confirmed with an electronic wireless thermometer inside both the fridge and the freezer that neither is staying cool, freezer temp is +12C (display shows -18C) the fridge is +9C (display shows +2C). I am trying the 24 hour unplug and defrost but who knows.

I found the service manual on this model--and it *is* marketed in the US after all...

The most likely fault will be an erratic relay #SSR71 on the Main Board.

This Fan Motor operates at LOW Voltage and is likely damaged.

The Freezer Fan Motor speed (RPM) is controlled by the Main Board which monitors Freezer and Fresh Food compartment temperatures.

Temperature *thermistors* send data (ohm value) to the Main Board.
Depending on this data--the Main Board can activate/deactivate the fan motors as well as control the speed of the fan(s).

Let us know how things are after 24 hours...

The fan was marked 110VAC thats why I plugged it in the wall.

purchased a new fridge, but I would still like to get this one working again. If anyone has suggestions, or want me to test something, let me know. I am a repair technition but I fix CNC machines and other small machines, refrigerators are completely foreign to me but I'm sure it can't be that hard.
